NORTHAMPTONSHIRE COUNTY COUNCIL - UP-DATE JANUARY 2011

Dear Colleague

I write further to my last advice letter in November to update GMB members on the latest events in relation to the unilateral imposition of the Pay and Benefits proposals made by your employer.  As I have stated in all my previous communications this move to impose has been made by the Council after the failure to reach a collective agreement with the recognised trade unions.

Evidence to the Secretary of State, Michael Gove, on the School Support Staff Negotiating Body

The case for the SSSNB
Prepared by the support staff unions (GMB, UNISON and UNITE)

Why was the SSSNB established

The SSSNB was established in response to the changing needs of schools and their ability to deploy their support staff effectively as part of the professional, modern school workforce.  In so doing schools needed to be able to use a pay and conditions framework that met their needs rather than the requirements of local authorities. Since the 1980s but especially in the last five years, the professional role of school support staff has changed beyond recognition both inside and outside the classroom.”

ALL GMB MEMBERS AT NOTTINGHAM CITY SCHOOLS - SINGLE STATUS TERMS AND CONDITIONS

As you will be aware the GMB have been attending schools to discuss single status and the impact on your terms and conditions of employment.  To this end the GMB, along with the other trade unions, have requested a pause in the procedures due to the confusion that surrounds the issue of the 37 hour pay that the Authority allege they have paid to TA’s who work a 32.5 hour week, and the threat not to pay the difference of 4.5 hours which would lead to a substantial loss of earnings for our members.  Several of our members have provided contracts of employment that quite clearly state their annual pay and it is for a 32.5 hour week.  These contracts have been given to our solicitors Thompsons for a legal opinion as to whether we can fight this using the industrial courts.

NORTHAMPTONSHIRE COUNTY COUNCIL - PAY AND BENEFITS

On 5th July 2010 you will have received an individual letter from your employer, Northamptonshire County Council (NCC), along with a pack entitled “Pay and Benefits, Fair Pay for All”.  The reason that you have received the above communication directly from NCC is because of the failure to reach a collective agreement on the Pay and Benefits Package between NCC and the recognised trade unions.

Unite GMB Joint Statement

Dear Member

Both Unions (Unite/GMB) have had a meeting with the portfolio holder for Single Status in the Council which was both informal and constructive to the benefit of the majority of our members, we would like to set out the following:-

NOTTINGHAM CITY COUNCIL - SINGLE STATUS UP-DATE

As you are aware GMB and Unite members were balloted on the single status issue and both Unions returned a resounding ‘yes’ vote to accept the negotiated package.  Unfortunately the other recognised trade union made the decision not to ballot its members and because of this we are unable to implement single status via a collective agreement.  I have to inform you that management / Council are seeking to impose single status and want to make significant changes to your original terms and conditions. For example, as a condition of receiving back pay or pay protection Management want you to sign an agreement which would prevent you from pursuing any equal pay claim for monies you might be owed and allows them to change the terms on sick pay entitlement amongst other things.

£500 OR 2.5% - UNIONS SUBMIT CLAIM FOR 2010

At a meeting of the National Joint Council for local government yesterday GMB and the other trade unions laid down the pay claim for 2010.  The claim is

“A £500 flat rate increase or 2.5% - whichever is the greater.”

Equal pay in the NHS and Local Government

Throughout Local Government and NHS the GMB has been fighting to achieve equal pay. Whether by single status pay and grading deals in Councils or by Agenda for Change in the NHS, the low paid, mainly women, workers who have been under valued for so long now have a real chance to improve their pay and career prospects.
